U.S. Virginia bill seeks working group to study crypto, blockchain

Virginia lawmakers propose convening a work group to research blockchain technology, digital asset mining, and cryptocurrency. The proposition was introduced in the form of a Senate bill on Feb. 5. 

Senate Bill No. 339 (SB339), proposed by the Senate Committee on Commerce and Labor, will authorize the Bureau of the Financial Institutions of the State Corporation Commission to create a work group “for the purpose of studying and making recommendations” on all things crypto.

According to the bill, the group shall consist of 13 individuals: 5 Senators, 5 Delegates from the lower chamber of Virginia General Assembly, the House of Delegates; two experts on blockchain, appointed by the Bureau and one member of the local government. All the nonlegislative members of the work group must be residing in Virginia.

The group will meet throughout 2024 and conclude its work by Nov.1, presenting a summary report to the Governor and General Assembly “no later than the first day of 2025.”

The current draft of SB338 comes as an "amendment in the nature of a substitute" to the bill's initial version, introduced to the Senate by its younger member, Senator Saddam Azlan Salim, in January.

Salim’s initiative contained regulations for the mining and transactions of digital assets and their treatment under tax laws. It would have exempted digital mining operators from obtaining money transmitter licenses and digital assets issuers from securities registration requirements. The legislation would also incentivize using cryptocurrencies for everyday transactions by offering tax benefits. For example, individuals could exclude up to $200 per transaction from their net capital gains for tax purposes.

Binance Exchange Delists Four Coins: ANT, MULTI, VAI, XMR

Binance has announced the delisting of four coins, namely Aragon (ANT), Multichain (MULTI), Vai (VAI), and Monero (XMR), from its trading platform on February 20, 2024, at 3:00 AM (UTC).



Binance has announced the delisting of several trading pairs, including: 

ANT/BTC, ANT/USDT, MULTI/USDT, USDT/VAI, XMR/BNB, XMR/BTC, XMR/ETH, and XMR/USDT

However, corresponding USDⓈ-M Futures trading pairs for XMR and ANT will continue to be available on the platform.

Register an account on Binance to enjoy reduced trading fees.

Important Notes

All trading orders will be automatically canceled once the corresponding pairs are delisted.

Corresponding Margin trading pairs will be removed at 6:00 AM UTC on February 16th, 2024.

Deposits of these tokens will be suspended at 3:00 AM UTC on February 21st, 2024.

Withdrawals of these tokens will be suspended at 3:00 AM UTC on May 20th, 2024.

Tokens delisted from the exchange may be converted to stablecoins for users from 3:00 AM UTC on May 21st, 2024. The proceeds will be credited to users' Binance accounts.

There will be separate notifications before tokens are delisted and converted to stablecoins.

Binance Simple Earn will remove the mentioned tokens at 3:00 AM UTC on February 19th, 2024.

Binance Loans will close all outstanding loan positions for the mentioned tokens at 3:00 AM UTC on February 18th, 2024. Users are advised to repay these loans before this time to avoid potential losses.

Binance Gift Card will remove the mentioned tokens at 3:00 AM UTC on August 22nd, 2023. Users should utilize gift cards containing these tokens beforehand to avoid any inconvenience.

Binance Pay will remove the mentioned tokens at 3:00 AM UTC on February 18th, 2024.

Binance will terminate Trading Bots service for the mentioned Spot trading pairs at 3:00 AM UTC on February 20th, 2024, if applicable.

South Korea’s Financial Supervisory Service (FSS)

— the chief financial regulator in the country

— is planning to tap the United States Securities and Exchange Commission (SEC) for insights into spot Bitcoin exchange-traded funds (ETFs).

The FSS examines and supervises financial institutions under the broad oversight of the Financial Services Commission.

FSS chief Lee Bok-Hyun presented a business plan for 2024 at the Financial Supervisory Service in Seoul on Feb. 5. The plan includes visits to major advanced financial markets, such as New York, in the second quarter of the year to discuss various aspects of South Korean financial markets, including discussions on spot Bitcoin

ETFs, according to a report.

The FSS chief revealed that he plans to meet SEC Chair Gary Gensler later in 2024 to discuss digital assets and spot Bitcoin ETFs, among other issues. He added that the SEC’s recent approval of spot Bitcoin ETFs had a major impact on the world’s financial policies.

The announcement from Lee comes weeks after the SEC approved the first spot BTC ETFs in the United States. In a historic decision, the SEC approved 11 spot BTC ETFs on Jan. 10. The SEC had previously denied spot BTC ETF applications, citing the small size of the crypto market, which makes it prone to market manipulation.

After the SEC approved spot BTC ETFs, the Korean securities regulator warned local firms against brokering spot Bitcoin ETFs from the United States. However, at the time, it said it was planning to review and update its regulations around spot Bitcoin ETF trade approval in the United States.

South Korea is one of the leading regulators of cryptocurrency markets in the Asia-Pacific region. The nation has often followed in the footsteps of the U.S. regarding crypto regulations, such as banning the use of credit cards for crypto purchases and outlawing crypto mixing services.
