The Ministry of Energy proposes to create a separate reliability category for electricity consumers — the fourth. They will be able to be disconnected from the power supply at any time, Deputy Minister of Energy Yevgeny Grabchak confirmed to Vedomosti.

There are three categories of reliability for electricity consumers. If a power outage to consumers could result in danger to human life or significant damage, they are classified as the first.

These are, for example, hospitals and other social facilities. The second category includes consumers whose disconnection leads to "massive shortfalls in product supply, downtime for workers, machinery and industrial transport."

All other objects are included in the third, least important group. For them, schedules for reducing the load or temporary shutdown are developed and agreed upon annually.

The Ministry of Energy will make its final decision by the end of 2024. The creation of a new category will allow new consumers to be connected, while leveling the load on the power system during peak consumption, Grabchak points out.

According to him, the fourth category may be introduced as an experiment in the Irkutsk Region, Transbaikalia and Buryatia. But for this, according to the official, it will be necessary to obtain approval from the authorities of all three regions.

There are two fundamental issues, without which such a scheme will not work, but will only kill mining at the root.

1. It is critical for miners to have an uninterrupted supply of electricity to their farms, otherwise no business can be profitable.

2. In theory, such a scheme could be considered if the tariffs for such an unreliable supply scheme were 50% of the base ones.

At the same time, there are serious doubts that miners will make such sacrifices if the frequency and duration of power outages are not strictly limited.

The Ministry of Energy, on the contrary, proposes to set unaffordable tariffs for miners with a markup, and also to disconnect them at any time when the networks are overloaded.

The result will be even worse than in Kazakhstan. Russia will go from second place in mining to tenth place or even further, and the currency that is so necessary now, under sanctions, will stop coming into the country. The accompanying effect is that thousands of jobs will be eliminated.
