According to TechFlow, on November 12, Whale Alert monitored that Tether Treasury minted 2 billion USDT on the Ethereum chain at 1:07 a.m. Eastern Time.
Tether CEO Paolo Ardoino said this was an authorized but unissued transaction that would be used for the next round of issuance requests and inventory for on-chain exchanges.
