It says for trading. Buying and holding is not trading. Trading means you buy it to sell it at a higher price. So if you buy millions and later withdraw only 420 dollars it's ok.

Turkey introduced new crypto AML regulation, which requires users who trade more than 15,000 Turkish liras ($425) to provide their ID information to the country's cryptocurrency service providers. The regulations will take effect on February 25, 2025.
